TECC – Tactical Emergency Casualty Care

The seminar's primary objective is to train first responders, including healthcare professionals and security forces, in managing casualties following explosions and acts of terrorism. The increase in mortality among casualties whose injuries could have been treated is the most significant catalyst for the overall training process.

The NAEMT, through its TECC course, meets and highlights the guidelines of the international TECC scientific community, updated from the National Tactical Emergency Medical Support Competency Domains.

Program Structure

The training process lasts 16 hours, with thematic units that also include interactive skills such as:

  • Haemostasis
  • Surgical airway
  • Emergency chest decompression
  • Approach to casualties and management/transfer plan to the appropriate medical facility
  • Care of paediatric trauma patients
  • Emergency transport and recovery techniques

The seminar primarily teaches healthcare professionals, security forces, and other professionals working in the pre-hospital setting how to respond to and manage casualties in a tactical civilian threat environment.

Tactical Emergency Casualty Care

  • What is it: Tactical Emergency Casualty Care (TECC) is an intensive training course that focuses on the immediate management of injuries by first responders, healthcare professionals and law enforcement agencies, following critical incidents such as explosions and terrorist attacks.

  • Purpose The reduction of preventable mortality in the field of threat. The correct and timely management of injuries that could have been controlled is the most important stimulus and the central goal of the entire educational process.

  • Framework for Conduct Through the TECC course, NAEMT adheres to and promotes the guidelines of the international TECC scientific community, which are fully updated in line with the National Tactical Emergency Medical Support Competency Domains.

  • Who is it for: The seminar is primarily aimed at health professionals, security forces, but also other professionals or first responders operating in the pre-hospital field, training them on how to respond to and manage casualties in a civilian tactical threat environment.

  • Programme Structure: The training process is a total of 16 hours, combining theoretical instruction and intensive practical training on specialised tactical protocols for managing life-threatening situations.

  • Philosophy & Phases of Care: The programme follows the principles of casualty management in a civilian tactical environment, dividing treatment into three distinct phases according to the level of threat: Direct Threat Care, Indirect Threat Care, and Evacuation Care.

  • Thematic Modules (Duration: 16 hours):

    • Analysis and management of the scene in a hostile environment

    • Strategic approach to casualties and tactical management plan

    • Identification and prioritisation of the main causes of preventable death

    • Care and particularities of paediatric trauma in a regular setting

    • Design, collection, and delivery to the appropriate health centre

  • Work Placement

    • Control of life-threatening haemorrhage (application of an ischaemic ligature and haemostatic gauze)

    • Specialised airway management and surgical airway application

    • Management of an open pneumothorax and the emergency chest decompression technique

    • Techniques for the emergency transport, recovery and extrication of injured persons in life-threatening situations
